In addition to the CAC's general opinion on this matter, the Council specifically addressed:

  1. Competitive disadvantages of CSA's rule in relation to US and international rules;
  2. Disclosure requirements to clients of registered investors;
  3. Problems with principal based transactions; and
  4. The transition period for this rule.
